What do you want to cheat? There is nothing need to cheat. You have all time to get all you need. And when you need Food you can play it in Mode 'No Needs'.

The designers of the original levels ("maps") had a toolbox for "in-game editing", though.

If you take a look at the map database, you'll notice that there is a column "Edi" (for "Editor") with the entries "Nor." (for "Normal") and "Int." (for "Internal").
